Naturalisation for Amnesty ILR holder

A question for experts here.

A person who is living in Britian for the past 12 years as asylum seeker was finally issued ILR on Feb12th 2008 under Amnesty (I was told).
Now the question is when is the earliest date he can apply for his British citizenship. There are contradictory informations, in which some says 5 years and some says 12months after ILR. Please clarify this.
