Could you please throw a look at my employer reference and tell me if they accept it as a Specialist level job ?? I know it is long but I really will be so thankful for any comments :

"To whom it may concern,

I hereby certify that Mr. Fatih GÜLGÖNÜL worked as a “European Union Expert” in our administration between 4.10.2000 – 18.08.2003 and 29.1.2004 - 29.3.2004 (totally 38 months), before which he had passed the recruitment exam, as the second best scorer, for this post which assessed the candidates’ knowledge of European Union, International Relations, Law, Economics and English skills.

Please note that to apply to this post’s entrance exams, a four-year university (B.A.) degree and fluency in English are requirements and “EU Expert” is a specialist position officially recognized by the Turkish Official Personnel Regulations. Such specialists were needed to fulfil Turkey`s duties arising from its integration to the EU and World economy and business.

EU Experts work on a wide range of tasks which require a very high level of expertise in the field of European Union and also international relations in terms of business, taxation (including customs excise and duties) and security. Its main duties include :

- Adaptation to the EU Acquis Communataire (legislation), developing the EU – Turkey relations in terms of trade partnership, participating in the EU Committee Meetings to that end. As an example, he screened the EU Acquis, made the analytical evaluation of the EU Customs legislation and implemented adaptation process; represented the institution in many high level and specialist level national and international meetings regarding the EU trade and customs matters.

- Works related to international organisations; implementing the institutional duties assigned by those organisations, such as creating and negotiating the institutional and national view and position on international agreements, initiatives, projects and co-operation programs in the field of international trade and security matters. For an example, he prepared the draft international agreement of the ECO (Economic Cooperation Organisation) Customs Databank, organised and participated in the Policy Commission Meeting which is the annual administrative body of WCO (World Customs Organisation), reviewed and commented on many of the WCO and WTO`s (World Trade Organisation) initiatives such as security of international trade supply chain, facilitation of international trade, Kyoto and Istanbul Conventions, the BSEC Urgent Action Plan, represented the institution in many high level and specialist level meetings of international organisations in the field of trade and customs.

- Works related to relations with individual states, especially through preparing, participating and following bilateral councils’ meetings (where mainly economic, business and security problems are discussed and cooperative attempts are made between states) and mutual administrative assistance agreements via which exchange of information and technical cooperation is established. As an example, he participated and reported in the Bilateral Councils’ meetings with Greece, Russia, and Syria (etc.), prepared and negotiated mutual administrative and cooperation agreements with Kazakhistan, Poland and Afghanistan (etc.).

Looks good to me and impressed by project scope link with skills and tasks carried out. IMHO overall content fine but format could be improved i.e. list the tasks done in a number format.

etc - this makes it easier for the caseworker to quickly see the work involved. However if it is going to mean a significant delay and getting the DG worked up don't bother. It may also be helpful to put the number of candidates taking the exam to highlight the extent of success.

I recall you trying to balance absences from UK in undertaking the EU job vis a vis your UK student visa and impact on 'in country' vs 'out of country application'. This might come up at FLR stage if an 'in country' application in relation to the validity of your student visa given your absence from the UK.

Many thanks for your comments... It was quite helpful...

You have really a good memory... Now I m in brussels for the traineeship in the European Commission. And I have decided to apply from "out of UK" and if approved make a new entry clearence... If they ask why I didnt make an in country application, I would say my scholarship to study at the British university had been cancealed, so I had withdrew from the university and left UK thinking that my student visa would no more be valid... So does it sound OK to you?
