Sister to brother sponsorship question

My sister is a US citizen (she was born there). We both are in our 30's and have never been married. However, she has never lived/worked there (except going to school there for 2 yrs). Can she (living outside of the US and does not intent on living in the US) file a petition for a US citizenship on my behalf?
