16 Years of Education - How many points I get

I have 16 Years of Education ( Including 4 Years Engineering Degree + 2 Years of College + 10 Years of Schooling )

Point System says
"Two or more university degrees at the Bachelor's level AND at least 15 years of full-time study - 22 points"

Do i get 22 Points ?

Further i have 7 band in Speaking, Reading and Writing and 6.5 in Listening so Do i get 14 points in Language or 16 Points ?

You get 20 points for education and 14 points for english language.
