Belgium - Professional Card for Self-Employed

I need a Processional Card (bulgarian) to work as a Self-employed in Belgium.

Does anyone know if I can obtain this card after I have already commenced my self-employment practice or do I have to apply prior commencement like with work permits ?

I am also interested in the same self-employed question but for Germany and The Netherlands.
