toefl ibt score requirement

Does anyone know what is the score required for toefl ibt for the tier 2 visa? I have seen a document which says 110 for C1 and 87 for B2. what do these levels mean?

the toefl ibt score for C1 is 110-120. I am surprised why it is so high! I dont think even a university will require that high a score.

Has anyone used his toefl score for tier 2/ tier 1 application?
