Child born in India -queries with Naturalisation application

Hello,

My 2 yr old son got an ILR along with me and my wife in Jan last year!

I am looking at applying for naturalisation for all 3 of us towards end of Jan and have few queries:

- which section of Britih Nationality Act 1981, I would need to apply for my child. Section 3(5)??

- Can I apply in any council which offers NCS service? I live in Northern Ireland and understand that NCS service is not available here.

Dont know if I have got partial blindness problem but I cannot find Section 3(1) on page 9 or 10 of MN1 Guide :(
