NHS is it a public fund??

Me and my husband are EU nationals and have been living and working in this country for over 8 years. We are applying for 'permanent resident'. But the problem seems to be that due to having kids I was not employed for the last 2.5 years. And Home Office requesting a fully comp health insurance for me as I am being unemployed not entitled to NHS!? Even I have worked previously for 7 years? My husband is still employed.
plus I have found here http://www.londonelegance.com/transpond ... unds.shtml - it states that : NHS treatment: this is not public funds for fiances and spouses!

Can someone please clarify this for me??

According to the web site of the Home Office, NHS treatment is not a public fund.

"Public funds include a range of benefits that are given to people on a low income, as well as housing support. These are:
