Got Tier 1 visa today

i want to use this medium to say thank you to every one
Got my tier 1 visa today
sent 22 dec, 2009
returned 14 jan 2010,
Stamped 5 jan 2010 - 5 jan 2013.
my wife was also given

But my baby was refused.
Reason: Clearance officer said that: your parent has failed to provide BIRTH CERTIFICATE;MATERNITY RECORD; NO CHILD ,BABY AND FAMILY PICTURE.

NOTE: I ATTARCH HER BIRTH CERTIFICATE,BUT THEY CLAIM THEY DIDNT SEE IT,BUT IT WAS RETURNED WITH OTHER DOCUMENT.
SHOULD I APPEAL OR RE APPLY FOR HER?
Pls i need the guru to help out

i applied from Nigeria.
what should i do ? appeal or re-apply?
if re-applying,what are the document i need to attarch and forms to be filled
