Work Permit and Job Seekers Allowance

Hi
I am getting confused with some contradicting information on this.

The question is: Can somebody who is on a work permit and from a non-EEU country apply for Job Seekers Allowance (contribution based)?

If so what is the procedure?

If not, what is the legal basis why they cannot apply
