Would this only apply to people coming IN? What about people who are here and working but want to change jobs...like me?

this cap that they are proposing, would it only apply to people coming IN. What if people wanted to extend their working visa? Do you think it would count against that?

Guys, this is pre-election promise. Even if it will happen (and I doubt it), nobody decided on details yet!

also, suppose I want to apply for a promotion. I'm sending my cvs out to several schools. My job isn't on the shortage occupations list. If a prospective employer is interested in me, how will they get me through the labour market test. Will that RLT be the ultimare barrier to me changing jobs?
