visit visa refusal

Hi Everyone,
I need your expert advice once again.
I & my wife are on ILR. My wife is a housewife and dependant on me financially. We have a 3yr old daughter and my wife is expecting our 2nd baby in late April2010.
As we will have to look after 2 babies in April we applied my wife's parents visit visa and it got refused.
Background info:
We clearly stated in the visa app form that I am sponsoring their visit and will bear all exp during their stay in UK. I provided my bank stat, payslips, employers letter, tenancy agreement,council tax bill etc
In the first section of visa app - the purpose of visit? we mentioned to visit daughter, son in law & grand daughter and help dughter after birth of her second child in April2010.


Reason of refusal given: you declared that you wish to visit your daughter and that she will accomodate and maintain you. the docs you've submitted does not show that sponsor can do this.

In short they discarded all my docs and focused on my wife situation.

My question to all experts is that should I go in appeal or reapply with an extra letter from my wife saying that she invites her parents but expenses will be beared by her husband?

Can you give the exact and full reason?, Did you send a housing report to show you can accommodate them. If you didnt then I have a sneaky feeling they are saying they may not be enough room in your house.

I did not send housing report. I do not actually know, what is housing report and how to get it?

Following is the exact reason for refusal:
I am satisfied that you meet the requirements of paragraph 41 of immigration rules except for the following:
You declared that you wish to visit your daughter and that she will maintain and accomodate you. the docs you have submitted do not establish that your sponsor can do this. you have failed to provide satisfactory evidence of adequate accomodation available to you. You have failed to provide satisfactory evidence of your sponsor's financial commitments or personal circumstances. In view of the lack of evidence about your sponsor's ability I am not satisfied that you and your sponsor will be able to maintain and accomodate you without employment and without recourse to public funds.
I therefore refuse your application.

Please advice how should I address this objection? when I sent my 3 months bank stat, wage slips, employ letter and tenancy agreement with the application form.
I don't know how exactly they mean about financial commitments and personal circumstances.
