ILR - When exactly is the 4 week (28 days) mark?

Hi, I came to the UK with a student visa on Sep 4, 1999 and the following year (2000) was granted a work permit. A letter from the DfEE granting the permission to work was sent out to me on Sep 4, 2000 and the passport was stamped with the 'Leave to Remain' by the HO IND on Sep 12, 2000 for 3 years (till Sep 12, 2003). An extension application was then made in June 2003 and the passport was stamped on June 27, 2003 for another 3 years i.e. Sep 12, 2006.

1-Just wanted to ask when exactly (date-wise) can I apply for my ILR?
2-If Birmingham is just about the same distance away as Croydon is from where I am based, which of the 2 places should I preferably file in an application in person? (think Croyodn appears to be running a trial for an appointment based system these days as well, just like the rest of the PEOs) (http://www.ind.homeoffice.gov.uk/default.asp?pageid=77)

1. 28 days before your 4 year on WP anniversary - I work it out as no earlier than 16 August 2004.

2. Flip a coin - heads Croydon, Tails - Birmingham :lol: . Either should be fine - chose the one which is the most convenient on the date taking into account transportatiion formalities. Croydon for me shades it though as they are the Immigration HQ and any 'issues' that crop up can be readily resolved as they have the bulk of the senior/ more experienced caseworkers.
