I thought we were talking about a number of separate visits totalling more than 6 months out of 12?
The provision you're referring to is for people who actually want to stay for more than 6 months during a single visit.
What I mean is, for example:
Mr X comes to the UK with a 6-month visitor visa, stays for 3 months and then leaves.
3 months later, Mr X comes back to the UK with a fresh 6-month visitor visa. This time he stays for 4 months.
Now Mr X has been in the UK for a total of 7 months in the last 12.
My point is that he has not "overstayed" the second time he visited. He might find it a bit more difficult to persuade the ECO that he is a genuine visitor next time he wants a visa, but hasn't broken any rules.
