Can I apply for BussinessVisa/HSMP/workpermit from within UK

Hello Wise men and women :)

If I am already in UK , (for example under "UK Training / Work Experience (TWES) Permits"), can I later apply for either of the following working visas and NOT leave UK meanwhile.

BussinessVisa
HSMP
workpermit

.. That is - complete the application from within UK ??

I have found that :

Please be aware that only overseas nationals in the following categories will be allowed to switch on to a work permit from within the UK:

a student and have successfully graduated on a degree course; or
a postgraduate doctor or dentist or trainee general practitioner; or
a student nurse; or
a working holidaymaker who has been in the UK at least twelve months.
