Train penalty fare: do I need to tell?

I would like to apply for the British Citizenship in December 2006, but I got a penalty fare for not touching an Oyster card. The penalty was issued by a revenue company, not a court and was a small one:only 30 pounds...Do I have to declare it in my application to HO?

could you not write them and tell them that it was a mistake rather than paying the fine?

No, don't write! It is not a criminal offence! It is a penalty fare. Don't confuse the two.
