British Citizenship to a Non-EU Spouse

I know that if a British citizen marries a non-eu citizen, his wife can apply for ILR after 2 years and then citizenship.

I would like to know if the case is the same should an EU citizen who lives in the UK marries a Non-EU (no matter where wedding takes place). Can the wife in that case apply to ILR after two years and then to citizenship after another year?

First point, yes, assuming under UK immigration rules. ILR after two, BC after another year.

Second point no, this would be under EEA immigration rules, PR (not ILR) would be after five years and citizenship another one, unless the EEA citizen is a dual National with UK or obtained it during the five years, when I suppose the non-EEA spouse could obtain PR and naturalise at the same time.

That's the most confusing sentence I've every written, and that's saying something...
