child benefits claim by non uk mother

I am pakistani passport holder. My 2 elder children have british passports with UK RIGHT OF ABODE. If I come to UK (on visitor visa?), can I claim child benefits and council housing for them?
What I mean is, are child benefits payable because of children or parents? Their deceased father was was british national overseas.

As a pakistani passport holder you have no entitlement to public funds
