Tier 2 ICT for PR

I'm working in UK on Tier 2 ICT past 3.5 years , with the new rule change am i eligible for PR after completing 5 yres or not?

Any experts advise appreciated.

Earned citizenship commences on July 2011. If you qualify for settlement before this date and then subsequently granted ILR then you're fine - if not the you will to the earned citizenship path. Check this announcement from UKBA website
