Can a Bosnian can do voluntary work in UK?

Hi

My stepson is a student in his native Bosnia and visited his mother in the UK last year.

This year he wants to come back to see her and do work experience for a few months in a job relevant to the degree he is studying, Forestry and Horticulture, before he goes home again.

I have had a look at the UK border agency website and i can't see anything promising at all for anyone from Bosnia.

A charity working visa looks promising.

There is a £400 fee, does anyone know if the charity must pay this or the applicant?

Has anyone ever approached a charity for this reason and did they have any success?

How long would the whole procees take as he hopes to visit from June-Spetember.

If he applies for a visitor visa now, and later I can find a willing charity is it possible he can change his category of visa before he arrives?

Also is the English language qualification applied to charity workers?
