OCI for Minors

I just applied for my daughters OCI through my wife as she was an indian citizen.

The HCI London returned the documents back stating both parents need to be eligible for OCI.

Funny thing is their FAQ states:

Can Minor children apply for OCI?
Yes, if either of the parents is eligible for OCI.

And yet HCI London says both parents.

Have a read through the incorrect FAQs.
