PR RECEIVED-WHEN TO APPLY FOR CITIZENSHIP??

I am asking these questions on behalf of a friend who has got his PR on 22nd March,2010. He clicked his sixth year on 09th February,2010 but it look HO 15 months to issue his PR so he clicked the 6th year whiles his PR was under consideration.
(1) The first question is can he apply for citizenship straight away since he has clikced six years already or does he have to wait one year from the date his PR was issued which means 21st March,2011?

(2) The second question he has a child out of wedlock to another woman who has not got permanent stay. The child is born in UK.The child is not for his EEA partner but another woman, the question is can he register the child as british citizen using MN1? My friend`s name is on the child`s birth certificate.I have read on this forum many people who have successfully registered their children born in UK after receiving their ILR.I do not know whether the same rules apply to those with PR. Your help will be much appreciated.
