tier 2 ICT visa to tier 1 (G) dependant within UK

Hi,

I am in the UK on Tier 1 General Visa since the last one month.
My husband is currently on Tier 2 (ICT) visa which is valid until 2011.
My query is can my husband switch from Tier 2 (ICT) visa to Tier 1 (G) dependant visa from within the UK or should he apply from outside the UK?

He will have to apply for EC as a dependent from outside UK (home country).
