Urgent Help: Application withdrawal From India

Hi Can anybody tell me the procedure to withdraw the submitted application from India, delhi.

The Tier 1 visa application was submitted about 12 weeks ago.but my freind still waiting the result.

Now the comapny he works for wants him to send to US on bussiness trip urgently.He has got valid US bussiness visa on the passport.

He contacted Vfs delhi but VFS says they dont know what to do. VFS told him to give a letter to security guy outside VFS centre that application is needed to be withdrawed. Whats the best thing to do? How can he get his passprt back ASAP?
