New visa for two years ?

Hi All
Few days back one of my friend got tier one, but it is of 2 years ,, is there any calculation behind the validity of visa ? because in april i got it for 3 years.

post 6th April visa applications is 2 yrs
And before 5th April ppl who applied is 3 yrs
