VAF9 - passport issuing authority

Hello All, Need help on answering the question "Passport Issuing Authority" in VAF9.

the answer can be just "India" or "Government of India" or "Passport Office,place name" ?

As per VAF9 guide,

Include both the city and country that issued the passport or travel document.

So mention, Govt. of India, Mumbai

It should be Regional Passport Office <City Name> e.g Mumbai

Check your passport, it should have issuing authority on it
