Can me and my husband apply for settlement visa from abroad?

I am the sponsor a uk citizen him from Russia.
Has anyone done this? How can I prove finance. I have savings and am currently in an internship( uk citizen) my husband is on an x visa. No accomodation in the uk but can a friend who lives in a council place write a letter to say that he doesn't object to us staying? Who can declare whther it's a suitable accomodation? So many things to work out.

we are both living in india, he is from Russia me a british citizen. we plan to stay here for one year and then go back together. He is on entry visa to india and will register as residence and I am an oci. (indian lifetime visa)

He overstayed for more then 28 days so should be on a 1 year ban this will be up in dec 2010.

I want for us to be able to go back together. can I be a sponsor for him from india? and can he send in his spouse visa app in India?

All I will have are savings approx 16k, no job no property but will be able to stay somewhere or even rent a double room and prove with tenancy agreements.

is this feasible? Should we send our application in dec 2010?
