which type of visa can we apply for if any for minor?

hi hoping somenone can help us here. its very frustrating that inis are not answering phones. My husband is congolese with leave to remain he has just applied for his naturalisation. I am an irish citizen. we would like to apply for a d visa for his daughter to join us in ireland. However i cannot see which category we are eligible under he is not a refugee, he does not hold a work permit. he has leave to remain through marriage to an irish citizen we have just begun the naturalisation process will take at least anther 18 months. My question is can he on his present status apply to have her join us or can i on his behalf apply.
any ideas gratefully appreciated time is a factor as there is a young girl of 11 living with elderly grandparents whose mother has died waiting for us to take her.

i would advice d join parent visa. you can also contact the embassy in pretoria visa section.
