urgent help please

hello,
i am an algerian arabic i live in cyprus. i have a cypriot fiance and we decided to get married does any body know if marriage on ship or on a cruise is recognized by cyprus since they asked helllllll of papers that are impossible to be produced as there is no embassy of my country here and as they dont allow me to leave the country please anybody can help.thanks
