Tier 1 new rules

I made an application to switch to tier 1 general on 16th July by post. As per UKBA website the applications made by post are considered to have been received on the day of posted. However I read on UKBA website today that as per the new rules all the application for which the fee has been paid for on or after 19th July would be considered under new rule. These two are obviously contradictory for people who applied by post on 16, or 17 July 2010. Can anyone please clarify.

Postal applications
If you apply by post, the date of postage (shown by the postmark) is used as the date of application. When our payment handling service receives your application, it retains the original envelope. If that envelope goes missing, or if the postmark is illegible, the date of postage is taken as at least one day before the date of receipt (which is the date when the payment handling service processed your application fee). If there is any uncertainty, you will be given the benefit of the doubt.
