re-application vs request for reconsideration (pankina case)

Hi, this is maria, my sister-in-law in the Philipppines applied for a tier 4 visa last 23 june 2010, she has been refused (01 july) on the grounds of maintenance funds,for not showing she had the required amount for 28 days before she applied because she didn't submit her passbook, instead she submitted a bank certificate indicating the amount of money she have in the bank (which is the required amount). Now, she's planning to re-apply on 20th of August, got her new CAS already for September term, when we learned about the Pankina Case.
She's now confused, wether to proceed with her re-application as she's got a new Cas on hand now OR just ask for a reconsideration (????) on her refusal
Please, Please, help us...she sacrificed a lot for this application.
