PhD Scientist -Tier 1 or 2

Hi,
I am doing 2nd year PhD in aeronautical Engineering from university of london. Will i be eligible for HSMP in tier 1 (But i have no previous earning as i did M.Sc Engineering from london university and now doing Phd After my M.Sc) and currently i am 27 years of age. Can i apply for HSMP under Tier 1 or tier 2 next year

I will appreciate any response ,

You need to score at least 75 to be TIer 1. PhD degre just give you 40 points you still need to get it from other criterias.
