Under and Over 28

anyone got any idea why the applicants age under 28 get a higher income band point than over 28?

what is the logic used by the HSMP and why not used under 30 or 35? why must be under 28?

I am not much sure but the logic could be the age of 28 may be a generalised mark where higher degrees (at least Bachelor) comfortably finished and gain some years graduate level experence is possible.

The under 28 individuals are young professionals and their earnings though lower, regarded well, I suppose. Why 28 is their rule. Some country set rule that above 16 yrs is adult, some set 21. Why?
