There are no requirements regarding accomodation on the EEA route so there is no need to include such a letter. I suspect, however, that the landlord could evict both of you if you tried to stay at this address.

I do not know where you got that information from and fail to see the importance of a letter from the landlord. What your wife needs to show is that she is in the UK in accordance with the EEA regulations and that she is a qualified person if she has been there already for longer than three years. A proof of address may be useful to demonstrate that she is indeed in the UK (though that may be shown through other means). Of course, HO will also want to make sure that your marriage is genuine and that the purpose of you going to the UK is to live with your wife. For the latter purpose your wife should probably write a cover letter explaining the situation. I really do not see what a letter from the landlord would proof.

Show me this links. I still believe that's nonsense.

Make sure that they won't insinuate a marriage of convenience.

Please, when you read any information on the ukba website don't go everywhere, read only the section: european citizens.
Any other section or any other information is irrelevant in your case. Don't mix european law with the british law as they are completely different

I wonder what other unnecessary documents you want to include. Info regarding the EEA family permit is here http://www.ukvisas.gov.uk/en/ecg/eunationalsschemes/.
