Query regarding switching to tier2 ICT-Established staff

Hi,
I'm going to London on Tier2-ICT (skills transfer). I have two questions?

1. Can I switch to Tier2-ICT(established staff) from Tier2-ICT(skills transfer) from inside UK?
2. Can I switch to Tier1-General from Tier2-ICT(skills transfer) from inside UK?

I searched the UKBAs site also. But it didn't help.

Any pointers please?
