We are now going to start applying for my friend's visitor visa (He is palestinian, I m german living in Ireland). He will have to fill out an application online and will print it out and take it to the irish representative in Ramallah. They are going to forward the papers to the irish embassy in Tel Aviv.. who again is going to send the application papers to Dublin where they will be assessed.

My question is, in order to save time can I send invitation letter and all other papers that i as the inviting person has to submit, directly to the visa office dublin if I write in the application number and his name. this would save us 8-10 days and some cash for DHL. Or will I have to send everything to him so that he will submit all the papers together at the irish representative's office in ramallah?

dublin office does not process visa applications. only re-entry visas are being processed in dublin. you should follow the advice given to you as to how to apply for visa
