question on entry clearance...

Hi!
my husband is planning to apply for Hsmp. He is in uk on student visa. He has done Msc from pakistan and PGD in bussiness from university of North London. I have two questions:
1. if his Hsmp got approved, Does he has to go to pakistan for entry
clearance?
2. His Msc from pakistan is equivalent to graduate level here, so he can
get only 15 points for that. Can he get points on his PGD? if Yes then
How many?
