Dependent Visa new policy

Hi all,
I am working in UK. I would like to apply the dependent Visas for my wife and my 1.5 years old daughter.

1 . Do i need to provide any English fluency certifcate like IELTS for my wife ? because she has done BSc

2. How much i have to keep as a 3 months bank deposit for each dependent?

Required documents like:
- 3 months bank statement
- Marriage certificate
- Baby birth certificate.
- Marriage photo
- Current UK employer letter from current organization
- 3 months pay slips
Please let me know if any other documents required to submit to apply the dependents visa.
