Earned citizenship is not going to be introduced by the Govt. Looks like people in Tier 2 wil not be able to settledown...

Do the current rules state that Tier 2 cannot "settledown"? If so, did Earned Citizenship law(s) include a provision that they will be able to, as and when earned citizenship law(s) are implemented?
