MN1 application referee problem

Hi,

I am planning to register my 22 month old daughter as british citizen and i am having problem getting 1st referee where it says "One referee should be a professional who has engaged with the child in a professional capacity, such as a teacher, health visitor,social worker or minister of religion"

I spoke with my GP and he is not going to act as referee.Could some one give me right direction what other options i have.Is it ok if i use any referees mentioned here http://www.ukba.homeoffice.gov.uk/sitec ... er6/annexa

She is 22 months old not going to nursery
