Tier 2-COS allocation priority List

here is a technical question for you guys...

if a sponsor is applying for COS for an employee who is already inside UK(on a Tier 1 PSW), will he still be given priority as mentioned on their website or those groups are primarily aimed at COS to be used by out-of-country applicants
