State Sponsorship

Hello Experts,
Can I launch the application in DIAC before getting the state sponsorship?

Meaning, Can I apply for the GSM - 175 and If I get approval from the state sponsorship - later can I convert it to GSM - 176.

Because when I tried to apply for the state sponsorship they are asking a question as whether I have already applied for the DIAC under GSM?

Please do explain the procedure.
