Does it matter where my SO does his english test requirement

Me and my SO are living in India,but he is from Russia, we intend to apply for the spouse visa next spring, since he is India can he do the test here, it may be cheaper and more frequent this his home city. He intends to apply for teh visa from his home country. I am British he is non -eu, also is there a comprehensive list of approved centres worldwide or should I contact the British embassy in India or even R Russia?

Thanks for your reply. @ sammad thanks for the interest in my relationship we talk in English and met in the uk. Have known each other a couple of years now.
