Exact date of clouse of Tier 1 General in April 2010

As announced by Ms. May on 23 Nov 2010 about the clousre of Tier 1 HSMP, I will be very thankful if someone could confirm:

What is the exact date of Tier 1 Clousre? And can anyone give some reference?

It is written on UKBA website that changes will be happening in April 2011 but date is not given.

I have seen few members of this forum quoting as 31 March as closing date but I can not find any evidence of this.

ON 6 april of each last 4 year rules have chaged

so my guess is this sholud be date , rest minister will declare
