query about new point system...

could someone pliz tell me that the new tier2 says the employer doesnt need to apply workpermit, all they need to do is t o sponsorship letter sent out to the person whom they recruiting. is that correct? that makes things more easy doesnt it? plis correct me if i'm wrong
