My wife is going to apply for Tier 1 General dependent visa in next couple of weeks. She will include the tenancy agreement for the house which is on my name and a no objecttion letter from letting agency/landlord. Do I need to get any Health & Safety letter from my local council/health & safety executive about the house?
She is applying from outside the UK.

No.
For that matter, I dont think even a tenancy agreement is one of the "required" documents...but no harm including it if its already available.
You definitely dont need any health safety letter.

I've contacted VFS Dhaka Bangladesh regarding this. Here's the reply I got back from them -
Thank you for contacting VFS.
It’s totally depends upon you who you want to satisfy Entry Clearance Officer with your documents. But it’s advisable to give environment health certificate with tenancy certificate. For further details please go through the checklist http://www.ukvisas.gov.uk/en/howtoapply ... checklist/.
We hope that this reply adequately answers your query. Please feel free to contact us in case of further clarifications. We will be happy to respond to you as soon as possible.
I'm a bit confused about the underlined lines? Would you please care to elaborate?

This is really the first time I am hearing of having to provide a health certificate for a visa. But since VFS itself has suggested you include it, might be prudent to try and obtain it if you can.
I never had to submit this, but my application was from VFS India...

From the VFS home page:
VFS staff cannot give you advice on how to complete your application, or what type of visa you should apply for. If you need help with your application or advice about the UK's immigration rules and requirements, you should seek advice from a qualified immigration adviser. In the UK immigration advisers are regulated by the Office of the Immigration Services Commissioner.
VFS does not make the decision and you should not look to them for any advice about the application other than if you wanted to find out about the logistics.
