I think they stop COA ( Certificate Of Approval for marriage) not the Certificate Of Application for RC. I phoned them on 13th of December but still haven't got anything yet. I really don't know how much time they would take as it is more than two weeks now. Today I called Home Office & asked about my case, they told me that they have posted all my documents few days before Xmas & hopefully I would be getting very soon.
