8. Holders of designated awards, world leaders and migrants demonstrating exceptional promise will be able to apply for ILR after 5 years. World leaders and migrants demonstrating exceptional promise will need a further endorsement from a designated competent body at this stage. The numbers securing ILR may be subject to a numerical limit in due course.

Without knowing the source it is impossible for one to form any opinion on the statement. Equally, if read in its entirety the last bit regarding numerical limit seems to apply to World Leaders and migrants ...... (the entrants under the "new" Tier-1); The para does not say anything about the existing Tier-1 migrants.

The source is UKBA communication(s) to various stakeholders (e.g. - ILPA) regarding (amongst other matters) plans for the new Tier 1 (Exceptional Talent) category that the government has announced it will be introducing in 2011, and the proposed changes, effective 2011, to the existing Tier 1 (Investor) and Tier 1 (Entrepreneur) categories.

One of the expected conditions likely for the new Tier 1 (Exceptional Talent) immigration category.


As is evident from the linked topics (above), neither the opening post nor the linked topics (and the contents therein) are of any relevance to (existing or potential) Tier 1 (General) migrants.
