stamp3 holder

hi im a stamp3 holder i'm resident in ireland for almost 5 years...im married with my husband for 3 years but he is in kosovo... can i bring him here with spouse visa or do i have to wait until i get stamp 4? any one knows any solution for my case please respond...

obvious question, you are on stamp 3, therefore not allowed to work, how are you supporting yourself?
on what basis did you get your stamp 3?
how are you expecting to get stamp 4?
