Why is the Physically present in country funda ?

I got my PR in jan 4th 2010 and thus i planned to apply naturilization this week and called NCS and i asked for appointment on Jan 10 2011 . They asked me if i was physically present in UK exactly 5 years before date of application which would mean Jan 10 2006 . Whole of january 2006 i was outside Uk And thus they asked me to apply only in Feb ....

I did not read the guidance properly earlier and the guidance also says the 5 year funda ...

I am wondering why is this funda in place first of all .
So is there no other go other than applying in feb ?

Law is the law, I'm afraid. 5 years is their cut-off point. Otherwise where would you draw the line?

I am still not getting why is it necessary to be Physically present .what is the logic behind it .

As per the law , i need to be in the country exactly on Jan 10 2006 but can be out on jan 11 2006 or jan 9th 2006 ....

I cant apply any logic behind it ...
